NEPA AI will be developed using the ArcGIS Pro SDK, Leaflet, and a custom AI algorithm to support both desktop and web-based workflows. The solution leverages watershed-based geospatial analysis and authoritative environmental datasets—including wetlands, endangered species (IPaC), air quality, and other regulatory constraints—to predict the level of NEPA compliance required for proposed projects based on location. By cross-referencing FOIA-obtained CATEX, EA, and EIS documents from prior projects within the same watershed, the tool evaluates historical impacts to predict likely NEPA pathways, mitigation requirements, and permitting costs. An intuitive interface allows users to input project parameters and receive tailored predictions, helping streamline planning, reduce uncertainty, and support more informed, defensible environmental decision-making.
